En attendant, on continue de changer d&rsquo;heure deux fois par an.<\/strong><\/p>\n<p>C&rsquo;est l&rsquo;un des serpents de mer les plus c\u00e9l\u00e8bres de Bruxelles. En 2018, une consultation publique europ\u00e9enne recueille 4,6 millions de r\u00e9ponses \u2014 un record \u2014 dont environ 84 % favorables \u00e0 la suppression du changement d&rsquo;heure. Dans la foul\u00e9e, la Commission propose d&rsquo;en finir, et le Parlement europ\u00e9en vote le texte le 26 mars 2019, avec une suppression alors envisag\u00e9e pour 2021. Puis plus rien.<\/p>\n<h2>Pourquoi le dossier est bloqu\u00e9<\/h2>\n<p>Pour supprimer le changement d&rsquo;heure, chaque \u00c9tat membre doit choisir son heure permanente : heure d&rsquo;\u00e9t\u00e9 ou heure d&rsquo;hiver. Le changement d&rsquo;heure continue de s&rsquo;appliquer<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p>Le dossier a connu un fr\u00e9missement en 2025, sous pr\u00e9sidence polonaise du Conseil : les ministres ont demand\u00e9 \u00e0 la Commission europ\u00e9enne une \u00e9tude d&rsquo;impact d\u00e9taill\u00e9e avant toute d\u00e9cision. C&rsquo;est un signe de vie, pas une date de fin. M\u00e9fiez-vous des titres annon\u00e7ant chaque automne \u00ab le dernier changement d&rsquo;heure \u00bb : \u00e0 ce jour, rien n&rsquo;est act\u00e9.<\/p>\n<h2>Quelle heure garderait la France ?<\/h2>\n<p>Lors d&rsquo;une consultation en ligne organis\u00e9e par l&rsquo;Assembl\u00e9e nationale d\u00e9but 2019 (plus de 2 millions de participants), environ 83 % des r\u00e9pondants souhaitaient la fin du changement d&rsquo;heure, et une majorit\u00e9 (pr\u00e8s de 60 %) pr\u00e9f\u00e9rait rester \u00e0 l&rsquo;heure d&rsquo;\u00e9t\u00e9 toute l&rsquo;ann\u00e9e. Ce choix n&rsquo;a toutefois jamais \u00e9t\u00e9 arr\u00eat\u00e9 officiellement : il ne le sera que si le dossier europ\u00e9en aboutit.<\/p>\n<details>\n<summary>Le changement d&rsquo;heure est-il supprim\u00e9 en 2026 ou 2027 ?<\/summary>\n<p>Non. Les calendriers officiels pr\u00e9voient toujours un passage \u00e0 l&rsquo;heure d&rsquo;hiver le dernier dimanche d&rsquo;octobre et \u00e0 l&rsquo;heure d&rsquo;\u00e9t\u00e9 le dernier dimanche de mars, en 2026 comme en 2027.<\/p>\n<\/details>\n<details>\n<summary>Que faudrait-il pour que la suppression aboutisse ?<\/summary>\n<p>Un accord au Conseil de l&rsquo;UE sur un calendrier commun et une coordination des heures choisies par les \u00c9tats, puis un d\u00e9lai de mise en \u0153uvre pour les transports et l&rsquo;informatique. Aucune de ces \u00e9tapes n&rsquo;est franchie \u00e0 ce jour.<\/p>\n<\/details>\n<details>\n<summary>Rester \u00e0 l&rsquo;heure d&rsquo;\u00e9t\u00e9 toute l&rsquo;ann\u00e9e, \u00e7a changerait quoi ?<\/summary>\n<p>Des soir\u00e9es d&rsquo;hiver plus longues, mais des levers de soleil tr\u00e8s tardifs : \u00e0 Paris, le soleil se l\u00e8verait vers 9 h 40 fin d\u00e9cembre, et apr\u00e8s 10 h dans l&rsquo;ouest de la France. C&rsquo;est pr\u00e9cis\u00e9ment ce qui fait h\u00e9siter.<\/p>\n<\/details>\n<details>\n<summary>Un pays peut-il arr\u00eater seul de changer d&rsquo;heure ?<\/summary>\n<p>Pas dans l&rsquo;UE : la directive 2000\/84\/CE s&rsquo;impose \u00e0 tous les \u00c9tats membres.
